I saw there were problems with this in the past, but it looks like they were resolved. When I follow the link from create test account after having signed out of Netflix it takes me to the login page. If I say I'm not a user and go to create an account, it eventually gets to the place where it asks for a credit card, which in the past got charged and the last message I saw said that step would be removed for test accounts.
So my question is, how do I create a test account that won't get billed (and did you create dummy history for these accounts?)

These accounts don't have dummy histories, but we have a feature we're using internally that we'll roll out soon for simulating API responses like rental histories.

On the next page I click New User, but when I try to use my regular email address it won't let me (tells me I already have an account) . The other email account I tried before is still in a partially set up state.
we are able to reproduce the problem with isolated account creation links on the page : http://developer.netflix.com/member/e/test. We are looking into this. In the mean time, can you try and see if other links would work for you.

I've been working with a code that was having similar issues, and it seems like the right answer is:
1) Remove all your cookies
2) Click on the "create test account" link
That should get you through the process without an issue - if you're logged into netflix when you click on the link, the cookie that results can cause the test account system to get confused.
If you continue to have these issues, please send us an email with the links from your test account page.

Up to this point I've been using my real Netflix account for testing. But I need to create a streaming only test account as a user reported not being able to see their instant queue from their instant only account.
How can I get a test account as it seems this is still an issue since I am also getting the This page is unavailable error.

Tried the 3rd one with a made up email address, but it eventually takes me to the enter credit card screen.
